ADVISORY COMMITTEE FOR WORK-FORCE PREPARATION
Board Policy
The name of this organization shall be the Advisory Committee for Work-force Preparation.
The purpose of the Committee shall be to advise the Garrett County Public Schools and-the Board of Trustees of Garrett Community College on matters related to career and technology education, the tech prep program, school-to-work transition, and other related programs in Garrett County.
A. Structure. The Advisory Committee for Work-force Preparation (ACWP) shall initially be-comprised of current members of the former Career and Technology Education Advisory Council and the former Tech Prep Coordinating Committee. Any unique function of the latter two bodies shall be retained in the form of two working subcommittees: The Career and Technology Education Subcommittee (CTE) and the Tech Prep (TP) Subcommittee.
B. Members. The ACWP Committee shall consist of at least 10 lay members selected geographically with emphasis on broad occupational representation including representation of both sexes, at least one parent, and educational administrators as follows:

The Public Schools and the Garrett Community College Board of Trustees each may, at their discretion, also decide to include an ex-officio representative on the Committee. All Council members will be approved by the Garrett County Public Schools and Garrett Community College Board of Trustees.
C. Membership. The length of lay appointments shall be for a two-year period. Members may be appointed to more than one term.
D. Officers. The ACWP Committee shall have the following officers:
Chairperson and Secretary. The Chairperson shall preside at meetings, direct external relations direct-legislative activities, and direct the recording of the minutes of the meeting and the transmittal of all reports and recommendations.
Vice Chairperson. The Vice-Chairperson shall preside in the of the Chairperson and assist the Chairperson as otherwise requested.
E. Subcommittees.
a. Function. The purpose of this Subcommittee is to advise the Garrett County Public Schools and Garrett Community College Board of Trustees on matters related to career and technology education as stipulated in State Bylaw 21-101.
b. Membership. The CTE subcommittee shall consist of at least 5 ACWP lay members selected geographically with broad occupational representation. The Director of Technology, GCC, and the Supervisor, CTECE, GCBOE, will serve as ex-officio members.
c. Officers. The Career and Technology Subcommittee shall have the following officers:
(1). Chairperson. The Chairperson shall preside at subcommittee meetings, direct external relations, and direct legislative activities. The authority formerly vested in the Chairperson of the Career Technology Education Advisory Council shall be vested in the Chairperson of the Career and Technology Education Subcommittee.
(2). Secretary. The Secretary shall direct the recording ofthe minutes of the meeting and the transmittal of all reports and recommendations.
2. Tech Prep Subcommittee
a. Function. The purpose of this Subcommittee is to advise the Garrett County Public Schools and Garrett Community College Board of Trustees on matters related to tech prep and related programs.
b. Membership. The Tech Prep Subcommittee will be comprised of those members of the ACWP not serving on the CTE Subcommittee.
c. Officers. Officers of the ACWP Committee will preside at Tech Prep Subcommittee meetings.
The representatives of the GCBOE and GCC, if appointed, may serve on either subcommittee in an ex-officio capacity.
F. Advisory Committees. Special advisory subcommittees may be developed by the Committee for Career programs where the need appears advisable to report to the Committee membership, the Garrett County Public Schools, and the Garrett Community College as a program support service.
IV. MEETINGS
Regular meetings of the Advisory Committee for Work-force Preparation will be held at least five times per year, with the two subcommittees meeting during the intervening months of the academic year.
V. SUPPORT SERVICES
Support Services, including meeting space and clerical help, will be provided by the Public Schools and Garrett Community College.
VI. QUORUM
A simple majority of the membership shall constitute a quorum. No official decision shall be made in the absence of a quorum.
VII. RULES OF ORDER
The committee will generally follow accepted procedures practiced in the conduct of meetings Robert's Rules of Order will be used if questions are raised about the conduct of the meeting by Committee Chairperson.
VIII. AMENDMENTS
The ACWP Committee by a 2/3 vote of those present, provided that the proposed changes shall have been distributed to each comittee member prior to the time for voting, and that the provisions of State bylaw 21.101 have been met, may recommend changes in this policy to the GCCBOT and the GCBOE.
IX. APPROVALS
All amendments to this policy shall be approv'ed by the Garrett Conmunity College Board of Trustees and the Garrett County Public Schools prior to their implementation. The development and implementation of any procedures pertaining to the implementation of this policy shall be in accordance with the operations of both GCCBOT and GCBOE.
