Board Policy

     The Garrett County Public Schools has established several standing and, at times, ad hoc advisory committees. These committees, by virtue of their establishment by the Garrett County Board of Education, are to be considered a functionary of the Board of Education.

     Furthermore, these committees have been established for the primary purpose of providing the best advice possible to the Public Schools prior to the Board taking definitive action. As a result, the committee membership should reflect a diversity of representation within the community so as to bring as much input to the committee's deliberation as realistically possible.

     The following guidelines are to be used by all Public Schools established advisory committees in order to facilitate the operation of these committees.


The State of Maryland open meetings law is to be adhered to by all advisory committees established by the Garrett County Public Schools.


Participation in the deliberations of the meeting by committee members will be at the discretion of the chairperson.


Participation in the deliberations of the meeting by those members of the public present is to be allowed prior to a vote on a duly-adopted motion as well as at a prescribed time on the agenda. The chairperson may limit the amount of time for public input.


Any minority opinions by advisory committee members are to be forwarded to the Public Schools along with recommendations from the advisory committee.
