SEXUAL OFFENDERS

Administrative Procedure

A. Consideration will be given to those individuals wishing to seek exception to this policy. The principal shall have absolute discretion in granting or denying an exception to the policy. The principal may consider multiple factors including, but not limited to the following: individual's charges or convictions, date of those charges or convictions, age of the victim and the activity the individual wishes to attend.

B. The individual seeking exception must file the attached application with the school principal in order to be eligible for permission to enter the school and/or participate in the school sponsored event, activity, or service. Said application must be filed at least two weeks prior to entering the school or the date of any school sponsored event, activity or service.

C. Upon receipt of the application seeking permission to enter the school and/or participate in the school sponsored event, activity or service, the principal will make a determination within two weeks. The individual will be notified of the principal's decision in writing. This decision will be recorded by the principal and will be filed at the school for a period of one (1) school year. The individual must reapply each school year.

D. Appeals to the principal's decision may be made to the Superintendent or his/her designee. The decision of the Superintendent or his/her designee will be final.

Procedures for Those Not Granted Exceptions to Policy:

For those individuals who have children who attend school within the Garrett County Public School System, but who are not granted exceptions to this policy, school staff will make every effort to hold parent conferences, IEP meetings and administrative meetings outside of the hours in which students are present in the building. When such arrangements are not feasible, parents/guardians who are not permitted on school property may still participate in the educational process, via conference call.
