DISPOSAL OF SURPLUS AND OBSOLETE PROPERTY

Administrative Procedure

The Superintendent, at least once annually and more often if the Superintendent or the Public Schools feel same to be necessary, shall sell or dispose of such property that has been deemed to be surplus, obsolete, or no longer needed by the Public Schools of Garrett County. Public notice shall be made of the sale of any items. The proceeds of all sales are to be deposited to the Public Schools current expense fund (unrestricted) account.

All equipment and furniture purchased by the Public Schools shall be inspected periodically by the Supervisor of Maintenance and Operations to determine the condition and continued need for such equipment. That property which is obsolete, surplus, or in need of repair will be evaluated by the Superintendent for disposition as follows:

    (1) Repairs to furniture or equipment which can be carried out in a cost effective manner will be conducted under the direction of the Department of Maintenance and
         Operations.

    (2) Items deemed to have sale value other than for scrap metal shall be held for auction. These items will be advertised sufficiently in advance of action via newspaper,
         radio, and other appropriate media. If not sold on that date, all salvageable parts* will be removed, and the remaining portion will be disposed of under the County
         ordinance governing landfill operations.

    (3) Scrap metal shall be sold to scrap metal dealers in a manner that would obviate storage problems.

    (4) Parts shall be salvaged from equipment which has been donated by patrons for use by students in the instructional program. That portion of the equipment
         remaining will be disposed of under the County ordinance governing landfill operations.

All textbooks purchased by the Public Schools shall be inspected periodically to determine their condition and continued educational value. Those books which are determined obsolete or in need of repair will be evaluated by the Superintendent or his designee(s) for disposition as follows:

    (1) Textbooks deemed to have sale value will be sold.

    (2) Textbooks without sale value or those books that cannot be sold will be sold as paper scrap.

    (3) Textbooks that cannot be sold for either sale value or paper scrap will be shredded and properly disposed of through incineration.

*Determined by comparing the cost of salvaging with the estimated cost of repair.
