PROFESSIONAL CERTIFICATION

Board Policy

The Garrett County Public Schools is required by Maryland State Law to employ individuals who hold valid Maryland certificates or who are eligible for a Maryland certificate in the area in which they will teach and who have completed the criminal background check required of all individuals who work with children in the State of Maryland.

Certification and Renewal

Present certificate holders will renew their certificates under the regulations established on January 1, 2003, by the State of Maryland. Each professional is responsible for knowing requirements to hold and renew certificates. The State of Maryland issues and recognizes the following certificates:

A. Conditional Degree Certificate

    This certificate is issued for two (2) years to an individual who holds a bachelor's degree but who does not meet the requirements for a professional certificate. The
    certificate may be renewed only once after the holder has met Praxis I qualifying scores and completed at least twelve (12) semester hours of required coursework.

B. Conditional Non-Degree Certificate

    This certificate is issued for two (2) years to an individual in a vocational education position for which a bachelor's degree is not required. The certificate may be renewed
    only once after the holder has completed at least twelve (12) semester hours of required coursework.

C. Standard Professional Certificate-1

    This certificate is valid for five (5) years and indicates that all requirements as prescribed by the State of Maryland have been met. The holder of this certificate must
    present minimally six (6) college credits which include any required State of Maryland reading coursework, during the validity period of the certificate. Before the
    expiration of the Standard Professional Certificate-1 certificate, the applicant, employed as a professional with three (3) years of satisfactory, professional, school-
    related experience, shall meet the requirements for the Standard Professional Certificate-2.

D. Standard Professional Certificate-2

    This certificate is valid for five (5) years. During the validity period of this certificate, the holder must complete a Professional Development Plan in agreement with the
    individual responsible for evaluation and complete thirty-six (36) hours of college credit (twenty-one (21) of which must be graduate credits), or a master's degree in a
    certification area directly related to public school education, or obtained National Board Certification and earned a minimum of twelve (12) semester hours of approved
    graduate credit after the conferral of the bachelor's or higher degree. The applicant must present three (3) years satisfactory, full-time, school-related experience to meet
    the requirements for an Advanced Professional Certificate.

E. Advanced Professional Certificate

    This certificate is valid for five (5) years. During this period the holder of the certificate must complete a Professional Development Plan reviewed by the individual
    responsible for evaluation. This plan must include six (6) hours of college credit or equivalent credit as recognized by the Garrett County of Education.
