CREDITS FOR STUDENTS TRANSFERRING FROM NON-ACCREDITED INSTITUTIONS OR RETURNING FROM A "HOME INSTRUCTION" PROGRAM

Administrative Procedures

Credits may be awarded for:

    1. Courses which are in the core-content areas of English, Language Arts, Social Studies, Science, and Math and are comparable to courses offered by the Garrett County Public Schools; or

    2. Courses in non-core-content areas if the student can demonstrate a level of competence comparable to that which is expected of Garrett County Public School students; and

  1. Courses which have been completed and passed by the student while enrolled in a high school program (grades 9 through 12).

  2. The amount of credit for a particular course will be determined by

    1. The student's earning a grade level equivalent on an appropriate achievement test for the particular core-content course area (appropriate grade level and tests will be determined by the Instructional and Pupil Services Departments of the Garrett County Public Schools) or

    2. The amount of credit which would have been awarded to the student if he/she had taken the comparable non-core-content course in the Garrett County public school; and

    3. The number of clock hours of instruction in the particular course must be consistent with the standards prescribed by the Maryland State Department of Education and followed by the Garrett County Public Schools.

Any student who is transferring from a non-accredited school or a "Home Instruction" Program must be tested for the possible awarding of credits within one month of enrollment in the Garrett County Public Schools.

When all procedures and testing have been completed and the credit is being awarded, the grade earned by the student will be recorded on the student's SR 3 card with a notation that the credit was awarded via examination by the Garrett County Public Schools subsequent to the completion of the course at a nonaccredited school.

If a student enrolls in a Garrett County Public School prior to or at the start of the second semester, he/she will be awarded credit for the course only if he/she

  1. had been enrolled in the same or similar course at the time of his/her transfer, and

  2. completes and passes the remainder of the course according to existing Garrett County public school standards.

If a student enrolls in a Garrett County public school after the beginning of the second semester, he/she will be awarded credit for the course only if he/she

  1. had been enrolled in the same or similar course at the time of his/her transfer;

  2. completes and passes the remainder of the course according to existing Garrett County public school standards,

  3. Has earned a passing grade in a least 50% of the grading term, at least one of those passing grades being in the Garrett County public school, and

  4. takes the appropriate achievement test at the end of the school year and meets the standards of achievement as cited previously in this procedure.

Also, candidates for graduation from a Garrett County public school must have a minimum attendance of one full semester immediately preceding their graduation.
