HOMELESS
Board Policy
The Garrett County Public Schools will ensure that every homeless child and youth shall have equal access to the same free, appropriate public education, including a public preschool education, as provided to other children and youths consistent with Title VII, Subtitle B of the McKinney-Vento Homeless Assistance Act as amended by the No Child Left Behind Act of 2001. This policy applies to all services, programs, and activities provided or made available by the Garrett County Public Schools including but not limited to free lunch programs, EEEP programs, programs in career and technology education, School Enrichment Programs, and special education programs. Homeless children and youths should have access to the education and other services that such children and youths need to ensure that they have an opportunity to meet the same challenging State student academic achievement standards to which all students are held.
Barriers to the enrollment, retention, and success in school of homeless students will be eliminated including:
Transportation issues
Enrollment delays caused by residency requirements
Lack of available records normally required for enrollment such as birth certificates, previous school records, immunization records, medical records, proof of residency, or other documentation
Guardianship issues
Uniform or dress code requirements
Opportunities to meet the same challenging State student academic achievement standards to which all students are held.
The Garrett County Public Schools will coordinate with the Garrett County Department of Social Services, the Garrett County Health Department and other agencies or programs providing services to homeless children and youth and their families and with other local school systems on interdistrict issues, such as transportation or transfer of school records.
