ENROLLMENT REQUIREMENTS

Board Policy

 

  1. Kindergarten
    Children who reach the age of five in conformance with the following guidelines are required to attend kindergarten before entering first grade.                                       
    (1) Beginning with the 2003-2004 school year through the 2005-2006 school year, a child admitted to the kindergarten program in the Garrett County Public Schools shall be 5 years or older on:
        (a) November 30, 2003, if the child applies for entrance for the 2003-2004 school year;
        (b) October 31, 2004, if the child applies for entrance for the 2004-2005 school year; and
        (c) September 30, 2005, if the child applies for entrance for the 2005-2006 school year.
    (2) Beginning with the 2006-2007 school year and each school year thereafter, a child admitted to the kindergarten program in the Garrett County Public School shall be 5 years old or older on September 1 of the school year in which the child applies for entrance.

          The mandatory kindergarten law allows for exemptions to the school attendance requirement in accordance with state board regulations as follows:

  1. Full-time licensed child care center
  2. Full-time in a registered family day care home
  3. Part-time in a Head Start 5 year old program (PS 28)

2.  First Grade

    Every child admitted to the first grade in a public elementary school in a Maryland county is required to have regularly attended a kindergarten program or an approved alternative program as mentioned above during the previous year.  Children admitted to the first grade in the public schools shall be at least six years old in conformance with the following guidelines for the year in which he/she applies for entrance.

    (1)  Beginning with the 2004-2005 school year through the 2006-2007 school year, a child admitted to the first grade in the Garrett County Public Schools shall be 6
          years old or older on:

  1. November 30, 2004, if the child applies for entrance for the 2004-2005 school year;
  2. October 31, 2005, if the child applies for entrance for the 2005-2006 school year; and
  3. September 30, 2006, if the child applies for entrance for the 2006-2007 school year.

    (2)  Beginning with the 2007-2008 school year and each school year thereafter, a child admitted to the first grade in the Garrett County Public Schools shall be 6 years
          old or older on September 1 of the school year in which the child applies for entrance.

3.  Special Education

    Any child who has a verifiable disability according to Federal and Maryland Laws and regulations and qualifies for the Special Education programs will be admitted to the designated program according to the findings of the ARD Team and the terms of the signed Individual Education Program.

4.  Prekindergarten

A child must be four years old in conformance with the following guidelines in the year in which he/she applies for entrance into the Garrett County Public Schools's prekindergarten program.

    (1)  Beginning with the 2002-2003 school year through the 2004-2005 school year, a child admitted to the prekindergarten program in the Garrett County Public
          Schools shall be 4 years old or older on:

  1. November 30, 2002, if the child applies for entrance for the 2002-2003 school year;
  2. October 31, 2003, if the child applies for entrance for the 2003-2004 school year; and
  3. September 30, 2004, if the child applies for entrance for the 2004-2005 school year.

    (2)  Beginning with the 2005-2006 school year and each school year thereafter, a child admitted to the prekindergarten program in the Garrett County Public Schools
          shall be 4 years old or older on September 1 of the school year in which the child applies for entrance.

Additional guidelines based on Statewide Student Selection Criteria for prekindergarten sites as published by the Maryland State Department of Education will be followed.  See procedure 431.11 for implementation guidelines.

     Prekindergarten (Extended Elementary Education Program)

    A child must be four years old in conformance with the following guidelines in the year in which he/she applies for entrance into the Garrett County Board of Education's prekindergarten program.

 Kindergarten

           Children who reach the age of five in conformance with the following guidelines to attend kindergarten in the Garrett County Public Schools.

2007-2008* September 2, 2001 through September 1, 2002

First Grade

    Children admitted to the first grade in the public schools shall be at least six years old in conformance with the following guidelines for the year in which he/she applies   for entrance into the Garrett County Public Schools.

2007-2008 October 1, 2000 through September 1, 2001
2008-2009* September 2, 2001 through September 1, 2002

                                 

*Eligible Birthday Range is applicable every subsequent year after this school year.
