On Thursday, January 18, 2018, the Garrett County Public Schools’ Administrators and Supervisors (A&S) participated in a three hour training entitled Stop the Bleed. The training was conducted by Mr. John H. Frank, Director of Garrett County Emergency Management; Mr. Wayne Tiemersma, Garrett County Emergency Services Chief; Mr. Dwayne Kitis, Region 1 Administrator with the Maryland Institute for Emergency Medical Services Systems (MIEMSS); Mr. Dino Pignataro, Maryland Center for School Safety; and Ms. Elizabeth Wooster, Western Maryland Health Services Trauma Program Manager. Uncontrolled bleeding is the number one cause of preventable death from trauma.
Stop the Bleed is a free training program created and launched in October of 2015 by the National Security Council Staff, The White House, in conjunction with the United States Department of Homeland Security, FEMA, and various other agencies, to train bystanders in life-saving techniques. This training is what everyone should know to stop bleeding after an injury. With the rise of mass shootings and active shooter situations in schools, churches, public meeting places, and even office buildings, it is vital that more and more individuals are trained in the basics of life-saving techniques, such as how to properly use a tourniquet, use a hemostatic agent such as QuikClot, or even apply a chest seal. Everything that can be done to save a person's life is done in the first five minutes!
No matter how rapid the arrival of professional emergency responders, bystanders will always be first on the scene. A person who is bleeding can die from blood loss within five minutes. Therefore, it is important to quickly stop the blood loss. Those nearest to someone with life threatening injuries are best positioned to provide first care. According to a recent National Academies of Science study, trauma is the leading cause of death for Americans under age 46. In the case of disaster and high-casualty incidents, emergency services are often spread thin. This is where Stop the Bleed comes into play.
The A&S members learned the ABCs of Bleeding: A – Alert (call 911); B – Bleeding (find the bleeding injury); C – Compress (apply pressure to stop the bleeding). The training heavily focused on the various actions used to “Compress” and apply pressure to stop the bleeding.
Mrs. Barbara Baker, Superintendent, would like to thank Mr. Bill Swift, Director of Facilities, Maintenance, and Security, for organizing the training and Mr. John H. Frank, Director of Garrett County Emergency Management, and members of the local emergency management committee for an excellent presentation. Mrs. Baker stated, “If we save the life of one student or one employee, the training will be well worth the time invested.”
