Part I - Call to Order


Mrs. Cynthia Downton, President, called the work session of the Board of Education to order at 5:05 p.m.  Also in attendance were Mr. Thomas Carr Vice President; Dr. Donald Forrester Mr. Rodney Reckart, Mrs. Charlotte Sebold, associate members; and Dr. Janet Wilson, Superintendent of Schools. Ms. Miriam Sincell, Board Attorney; Commissioner Bob Gatto, Ex-Officio Member; and John Major, III, Student Member of the Board, were also present.  The meeting was held at central office. 


Part II – Read Closed Session Summary for Executive Session – April 30, 2013 and June 11, 2013


This information will be read during the business meeting.


Part III – Hearing of Constituents


There were no constituents signed up to speak. 


Part IV – Vehicle Fleet Insurance


Mr. Ed Wildesen, Director of Transportation, presented information for the Vehicle Fleet Insurance.  Mr. Wildesen has asked for consideration of the Selective Insurance quote including terrorism which was provided by CBIZ Insurance Services, Inc.  The cost of the quote for the fleet coverage is $43,779.00; including the terrorism, the cost is $45,311.00.


Part V –Administrative Procedure


Mr. Wildesen informed the Board of the revisions for Administrative Procedure 855.41, Issuing Student Bus Passes and Permission Slips.  He clarified for the Board the difference between a permission slip and a bus pass.


Part VI – Policy and Administrative Procedure


Ms. Miriam Sincell, Board Attorney, presented information on proposed Board Policy 960, Materials Distribution and Administrative Procedure 960.1, Materials Distribution.  She informed the Board that the policy and procedure was drafted based off of other counties.  Under the policy and procedure, distribution of materials in the schools will be under the direction of the Public Information Office.  The policy and procedure states that the following disclaimer must be affixed the applicant:


“These materials are neither sponsored nor endorsed by the Board of Education of Garrett County, the Garrett County Public Schools, or any agents thereof.  See Board Policy Number 960, Procedure Number 960.1.”


The Garrett County Public Schools, Federal, State,  local governmental entities, and Parent Teacher Organizations will be the only groups approved and allowed to distribute materials and publications at any time during the academic year without being subject to the normal approval procedure.  Any other organization, group, or person wishing to distribute non-school sponsored publications on school property, will be required to follow the appropriate procedure as outlined in the policy and administrative procedure.


Part VII – Review of Board of Education Mission, Vision, and Goals


Mrs. Cynthia Downton reviewed the Board of Education Mission, Vision, and Goals and discussion ensued.  Dr. Wilson added action for this item to the business agenda due to the information appearing in the 13/14 school calendar which will be printed next week.


Part XI - Adjourn


The board adjourned the work session at 5:47 p.m. and moved back into executive session.
