WORK SESSION MINUTES
MEETING OF THE GARRETT COUNTY BOARD OF EDUCATION

Part I - Call to Order
Mrs. Cynthia Downton, President, called the work session of the Board of Education to order at 5:17 p.m. Also in attendance were, Mr. Thomas Carr, Vice President; Dr. Donald Forrester, Mr. Rodney Reckart, Mrs. Charlotte Sebold, associate members; and Dr. Janet Wilson, Superintendent of Schools. Ms. Miriam Sincell, Board Attorney was also present. The meeting was held at central office.
Part II – Read Closed Session Summary for Executive Session – April 9, 2013, April 18, 2013, and April 30, 2013 and May 14, 2013
Dr. Wilson read the closed session summary for the executive session for April 9, 2013, April 18, 2013, and May 14, 2013. The April 30, 2013 closed session summary will be amended and read at the June 11, 2013 meeting.
Part III – Hearing of Constituents
There were no constituents signed up to speak.
Part IV – Recognition: Student Artwork: Lindsay Crawford, SH
Mrs. Jane Wildesen, Director of Secondary Education, introduced Lindsay Crawford, an eleventh grade student at Northern High School. The Board recognized Miss Crawford for her textile artwork which will be purchased by the Board of Education and displayed in the central office.
Part V – FY14 Paper Bid
Mrs. Sandy Rodeheaver, Resource Center, presented the FY14 paper bids. Complete paper bids were received from Landis Office, Contract Paper Group, and Liberty Distributors, Inc. Mrs. Rodeheaver recommended Contract Paper Group be awarded the paper order for FY14. Contract Paper Group came in with the lowest bid at $39,350.59 and met all specifications of the bid.
Part VI – Summer Reading Program
Mrs. Rodeheaver presented the Summer Reading Program. The books for the Summer Reading Program were ordered for all incoming sixth and ninth grade students and distributed. Mrs. Rodeheaver explained that students are encouraged to read during the summer months. The books chosen have various genres. Mrs. Rodeheaver provided the summer Reading website for review. The website is www.ga.k12.md.us/SummerReading2013.
Part VII – Student Handbook: Rights, Responsibilities and Discipline Recommended Revisions
Dr. Phil Lauver, Supervisor of Pupil Services, presented the recommended revisions for the Student Handbook: Rights, Responsibilities and Discipline. He explained the major revisions to the handbook have come about due to changes in COMAR. The Board will take action on the recommended revisions at the July 2013 board meeting.
Part VIII – Friendsville Elementary School’s Early Learning Partnership
Mrs. Wildesen presented information on the Friendsville Elementary School’s Early Learning Partnership. She reviewed the Proposal for the Friendsville Partnership for Improving School Readiness/Access to High Quality Early Childhood Education and Care. She shared the goals and the components that go along with each of the goals. She informed the Board that there are currently six students for Friendsville and 14 students for Route Forty.
Part IX – Facility Engineering Associates, P.C.
Mr. Bill Swift, Director of Facilities, Maintenance, and Operations along with Mr. Tom Larson, co-founder and associate of Facility Engineering Associates (FEA) presented information on a proposal for the development of an elementary school facility needs assessment and master plan for Garrett County Schools. Information presented included a summary of the project background, the scope of work, the proposed fee schedule, any proposal limitations, and other items outlined by Mr. Swift.
Part X – Ratification for GCEA Teachers and GCEA Support Personnel Contracts
Mr. Keith Harvey, Director of Human Resources, informed the Board that the contracts for GCEA Teachers and GCEA Support Personnel have been ratified. The Board will vote on the contracts during the business session.
Part XI - Adjourn
The board adjourned the work session at 6:10 p.m. and moved back into executive session.
