MEETING OF THE GARRETT COUNTY BOARD OF EDUCATION

Part I - Call to Order
Mrs. Cynthia Downton, President, called the monthly meeting of the Board of Education to order at 7:02 p.m. Also in attendance were Dr. Donald Forrester, Vice President; Mr. Thomas Carr, Mr. Rodney Reckart, Mrs. Charlotte Sebold, associate members; and Dr. Janet Wilson, Superintendent of Schools. The meeting was held at Southern Middle School.
Part II – Public Comment
Public comment in regards to the Riverside Academy Charter School Application was made by Mr. Mike Pula and Dr. Brenda McCartney.
Part III – Riverside Academy Charter School Application Recommendation
Dr. Janet Wilson made her recommendation as follows:
“On October 15, 2012, Garrett County Public Schools received the Riverside Academy Public School Charter application. Pursuant to the Education Article §9 of the Annotated Code of Maryland, an open, fair, and comprehensive review of the application was completed. Written and Public comment was invited during the process. On January 29, 2013, my recommendation to the Board was made public on the School System website and other media. My recommendation to the Board is to NOT APPROVE the Riverside Academy Public Charter School application and to incorporate my written recommendation and supporting documentation into the motion.”
Mr. Carr made a motion as follows:
“I move that the Board of Education of Garrett County adopt the Superintendent’s recommendation to not approve the Riverside Academy Charter School Application, that the Superintendent’s recommendation and supporting documentation be incorporated by reference into this motion as the Board of Education’s written decision to approve the Superintendent’s recommendation, and that the Superintendent provide written notification of this Board’s decision to the charter founders, as well as, provide written notification of the right to appeal this decision to the Maryland State Board of Education within thirty days of this date.” Dr. Forrester seconded the motion. Upon a call for vote, the Board of Education unanimously voted in favor of the motion.

Mrs. Downton adjourned the meeting at 7:14 p.m.
