MEETING OF THE GARRETT COUNTY BOARD OF EDUCATION

Part I - Call to Order
Mrs. Charlotte Sebold, President, called the monthly meeting of the Board of Education to order at 4:02 p.m. Also in attendance were Mrs. Cynthia Downton, Vice President; Mr. Thomas Carr, Dr. Donald Forrester, Mr. Rodney Reckart, associate members; and Dr. Janet Wilson, Superintendent of Schools. The meeting was held at central office.
Part II – Public Comment
There was no public comment at this time.
Part III - Executive Session
Upon a motion by Dr. Forrester, seconded by Mr. Reckart, the Board of Education unanimously agreed to move to executive session at 4:03 p.m. under authority of 10-503 and
10-508 of the State Government Article of the Annotated Code of Maryland for the following reasons: to discuss personnel matters affecting one or more individuals, to consult with counsel to obtain legal advice, and administrative function.
Mrs. Barbara Baker, Assistant Superintendent; Mr. Keith Harvey, Director of Human Resources; Mr. Larry McKenzie, Director of Finance; Commissioner Gregan Crawford, Ex-Officio member, and Miriam Sincell, Attorney, were present during all or part of the Executive Session.
Part IV - Re-Opening of Public Session
The Board reconvened in public session at 6:05 p.m. Mrs. Sebold led a moment of silence after which Ms. Ashley Parandhamaia, 2012/2013 student board member, led the assembly in the Pledge of Allegiance.
Part V -Acceptance of Agenda
Upon a motion by Dr. Forrester, seconded by Mr. Carr, the agenda was approved as amended. Board Policy 563.121, Use of Sick Leave by Certified Employees and Board Policy 650.1, Use of Sick Leave by Support Services Employees, was tabled until the board attorney could review both policies.
Part VI – Announcements
The following announcements were shared:

· Mrs. Sebold attended the Northern High School play, It’s A Wonderful Life, and the Southern High School play, West Side Story and commented that both plays were amazing.
Part VII – Approval of Minutes – November 13, 2012
Upon a motion by Dr. Forrester, seconded by Mr. Reckart, the minutes of November 13, 2012 were unanimously approved as amended.
Part VIII – Recognition
The Board recognized Trace Livengood, a Northern High School senior, for being selected as Garrett County’s Student Page for the upcoming legislative sessions in Annapolis. Dr. Wilson congratulated Trace and stated that he will be a wonderful representative because he is personable, connects with all people and does not have a shy bone in his body. Dr. Forrester presented Mr. Livengood with a certificate of recognition and said it brings not only recognition to Mr. Livengood but to our system. Mr. Livengood’s parents were at the meeting and his mom stated she is very proud.
The Board recognized the NeXT GEN FIRST LEGO League Team 780 who won the Champions Award at the Carroll County FIRST LEGO League event. The team also received the second place Research Technical Award and placed first in the Robot Performance portion of the competition. The team consists of students from both Northern and Southern Middle and is coached by Arlene Lantz. Ms. Lantz stated that the team has done an excellent job.
The team presented their project, Gramma Jamma to the Board. The team can apply for an Innovative Award and possibly be given funds in order to patent their project. Ms. Lantz informed the Board that the state championships will be held on January 19, 2013. Mr. Carr presented the team with a certificate of recognition and commented not only on the hard work that is put into the team’s effort but the heart as well. Several parents were in attendance.
The Board recognized Lisa Bender, a Southern High School teacher, who has been recognized by the Take Charge America Institute at the University of Arizona as a 2013 Family Economics and Financial Education (FEFE) National Master Educator. Mrs. Bender stated that this opportunity has not only allowed her to be fully engaged on the local level when it comes to financial literacy but on the national level as well. Mr. Reckart presented Mrs. Bender with a certificate of recognition.
The Board recognized Denise Langley, a Northern Middle School teacher, who has been recognized by the Maryland Council Teachers of Mathematics (MCTM) as a 2012 Maryland Outstanding Mathematics Educator. She is one of six teachers to receive the Maryland Council Teacher of Mathematics Excellence Award. Mrs. Downton congratulated Ms. Langley and presented her with a certificate of recognition.
The Board recognized Doug Oxford, a Southern High School teacher, who has been named a Nobel Educator of Distinction by the National Society of High School Scholars (NSHSS). Mr. Oxford was nominated by his students for outstanding dedication and commitment to excellence in the classroom. Mr. Oxford thanked his students for nominating him for this recognition. Mrs. Sebold presented Mr. Oxford with a certificate of recognition.

Upon a motion by Mr. Reckart and a second by Mrs. Downton, the Board of Education approved (3-2) the superintendent’s recommendations. Dr. Forrester and Mr. Carr voted against the recommendations. They supported the persons being recommended but voted against the recommendations due to ongoing difficulties with timeliness regarding the approval procedure process.
Part XI – New Business
Mr. Paul Edwards, Director of Secondary Education, and Mrs. April Fleming, Northern High School teacher, presented information on the transition to the Common Core Curriculum for secondary education. Mr. Edwards, Mrs. Fleming, and other teachers from Garrett County Public Schools, attended the MSDE sponsored Educator Effectiveness Academy in Hagerstown during the summer. Scope and sequence “maps” for skills were outlined and created for every course taught in Garrett County. Major topics and vocabulary will be taught at the same time at both high schools so benchmark assessments can be created and implemented. Teachers are taking what they are teaching and aligning topics and skills to the Common Core Curriculum. English and math skills are also embedded into other subject areas. Mrs. Fleming informed the Board that the collaboration between the two high schools has been wonderful and strategies are being shared. Mr. Edwards stated that he is working with a quality staff working toward a common goal.
Dr. Wilson thanked Mr. Edwards and Mrs. Fleming on behalf of the entire instruction department. Dr. Wilson spoke briefly regarding the academic freedom component and the need for teachers to have the latitude to use a variety of resources and instructional approaches. She stated things are changing but the staff remains flexible.
Mr. Edwards briefly addressed the Board’s concern regarding personnel on the processing of contracts procedure and informed them that efforts are being put forth to have the contracts processed prior to the beginning of each sport season. He then presented the changes made in the Handbook for Extra Curricular Activities. He explained that due to repetition in many parts of the handbook, deletions have been made. His goal is to make the handbook more user-friendly and accessible to coaches. He noted that the biggest addition to the handbook is the information concerning the new concussion policy and procedures, forms that need to be completed, and recommended handouts from the National Federation of Coaches. Mr. Edwards stated that the student group had many ideas and were less inhibited in sharing those ideas in the more informal setting he used to meet with them this year. Mr. Edwards asked the Board to contact him with any questions or concerns related to the handbook. The Board thanked Mr. Edwards.
Mrs. Penny Proudfoot, Coordinator of Staff Development and Curriculum, and Mrs. Lisa Bender presented information on the Financial Literacy Plan. Mrs. Proudfoot informed the Board that COMAR 13A.04.06.1 states that financial literacy education must be taught in schools. Garrett County Public Schools has developed a plan for grades preK-12. They explained that the purpose of the Garrett County Public Schools Financial Literacy Plan is to develop a comprehensive strategy to teach students the financial skills necessary to become financially literate adults. The Family and Consumer Sciences class is used to teach financial literacy in the middle schools. There are various courses at the high school level that are offered to the students. The financial literacy plan provides students a chance to understand and learn lifelong financial skills. The Financial Literacy Plan will be brought to the January meeting as an action item. The Board was asked to call Mrs. Proudfoot if there are any questions or concerns.
Part XII – Board Business
Ms. Parandhamaia presented the student board member report. She informed the Board that Northern High School recently completed a blood drive and approximately 50 pints of blood were donated. She reported that both high schools gave CTE tours. Ms. Parandhamaia announced that the Garrett County Association of Student Councils (GCASC) will conduct a meeting at Perkins Restaurant on Saturday, December 15, 2012 at 9:00 a.m. and that a county-wide dance for students from Northern High and Southern High will be offered after a basketball game in the near future.
Mr. Carr announced that he will attend the Legal Services Association (LSA) Board of Directors meeting on Wednesday, December 12, 2012.
There was discussion on the Mountain Maryland PACE reception which will be held on January 24-25, 2013.
Mrs. Downton reported on the ACE Committee meeting which was held on November 26. Technology in the county was a topic of discussion. The ACE committee is revising its membership and would like the Board to consider extending membership to a representative of Garrett College. The Board will review the role and primary focus of the ACE Committee. The next ACE Committee meeting will be held on March 26, 2013.
Mrs. Downton and Mr. Reckart attended the MABE New Board Member Orientation at BWI Airport on November 29-30, 2012 and stated that the orientation was very informative.
Mrs. Sebold congratulated Mr. Carr for being appointed to the MABE Conference Planning Committee.
