MEETING OF THE GARRETT COUNTY BOARD OF EDUCATION

                        Part I – Call to Order

            Mr. Tom Carr, President, called the special meeting of the Board of Education to order at 5:32 p.m.  Also in attendance were Mrs. Charlotte Sebold, Vice President; Mr. Rodney Durst, Dr. Donald Forrester, and Mrs. Cynthia Downton, associate members; and Dr. Wendell Teets, Superintendent of Schools.  The meeting was held at the Board of Education Central Office.

                        Part II - Executive Session

            Upon a motion by Dr. Forrester seconded by Mr. Durst, the Board of Education unanimously agreed to move to executive session at 5:33 p.m. in accordance with Public Law 4-106 and Section 10-508 of the State Government Code for the purpose of discussing personnel matters affecting one or more individuals.  Board members discussed items that included appointments, tenure recommendations, and non-renewal contracts.

            Dr. Teets, Mrs. Sue Waggoner, Executive Director of Instruction; Mr. Keith Harvey, Director of Human Resources; and Mr. Larry McKenzie, Director of Finance; were present during all or part of the Executive Session.

Part III – Re-Opening of Public Session

The Board reconvened in public session at 6:07 p.m. Student Board Member, Elizabeth Sines, joined the meeting at this time.  Mr. Carr announced that Crellin Elementary has received $5,000 from Intel and has been invited to Washington DC in September to be recognized as one of three schools who are eligible to win $25,000.  Mr. Carr will represent the Board along with Dr. McCauley.

 Part IV – New Business

            Dr. Teets presented the proposed FY12 Operating Budget.  He stated that it has been a long struggle.  He expressed his appreciation for all the work of the staff at Central Office and the schools.  He thanked the Board members for their continued support. 

            Dr. Teets reviewed the goals of FY12 budget, the funding sources, the budget reductions, the budget challenges, and the budget highlights.  He pointed out that the FY12 budget will be the first time that county appropriations exceed state appropriations.  He added that the FY12 budget is 1.5 million less than FY11, which is a 2% decrease.  He pointed out that the budget includes $700,000 of carry- over from FY11 needed to fund the health insurance programs.  Dr. Teets informed the Board that 27 positions have been reduced in the proposed budget and these positions have been absorbed through attrition by retirements and that all teachers will be retained.  He stated that the proposed budget maintains most of the current programs, the transportation budget has increased significantly due to fuel cost, and medical, dental, and vision rates have increased.  He added that negotiations need to be completed and adopted.  Dr. Teets commended Mr. McKenzie for the incredible job that he has done with the budget as well as the rest of the staff for the hard year and tough decisions that have been made.  The Board will review the proposed budget and it will be an action item on the June agenda.

Non Renewals:  Those employees who have received a non-renewal letter will receive another letter stating that their position has been reinstated. 

 

            Upon a motion by Dr. Forrester and a second by Mrs. Downton, the Board of Education unanimously approved the superintendent’s personnel recommendations.

                        Part IX – Recess

            Upon a motion by Dr. Forrester, the Board returned to executive session at 6:29 p.m.

                        Part X – Re-Opening of Public Session & Adjournment

            The Board re-opened public session and adjourned by a motion from Dr. Forrester at 8:45 p.m.
